I don't think Fd cares if your plane has wheelpants, but who knows. I do know a guy who was written up by the FAA for not having an approval form FD. He had the "Baby Moon" style out on the wheel.
I guess I'm trying to say just make sure you send for your letter.
One of my wheel pants vibrated itself apart. I know several flight schools that use CT's and they don't use pants anymore.
If someone reports them because they are dissatisfied and they have no letter of approval they are held liable. The fines are not equal. If you are supposed to have a better knowledge base over a new pilot i.e. a mechanic or a school the fines are much higher. It's just not that hard to email a letter. It happened in Phoenix and I saw first hand what can happen. Someone just didn't like this gentleman and made a phone call. OUCH
Will an e-mail to FD HQ cover it? I talked to FD about it earlier in the year.

FD needs a letter like the sample I posted with 2-3 pictures. I believe it can be emailed. If not they will let you know. They get it signed by FD in Europe and then send you a copy and they put one in your file at FDUSA. That way everyone is covered from one end to the other in case someone says something. It really is an easy process, but it does create more work for FD on both Continents. An FD engineer has to look at all mods and decide if the mod will create any problems long or short term. Sometimes no one really knows and then the monkey is really on your back.
